J. O'Connell & Associates, Inc. is pleased to announce through our services that the Town of Shelter Island has been awarded $36,487 in LWRP funding for the Town of Shelter Island and Village of Dering Harbor Watershed Management Plan.

The Town of Shelter Island, in partnership with the Village of Dering Harbor, will prepare a Watershed Management Plan.  The management plan will generate recommended management actions and strategies to address nonpoint source pollution and improve water quality.

This funding was secured through the New York State Department of State: state Environmental Protection Fund’s Local Waterfront Revitalization Program (LWRP).

Village of Seneca Falls Police:  $29,152 to purchase LiveScan equipment.

Dansville Public Library:  $54,326 for restoration of columns at front entryway and windows throughout historic building.

Gates Public Library:  $199,639 for replacement of HVAC, lighting system and ceilings throughout building.

Funding was secured through the New York State Public Library Construction Grant ProgramThe New York State Library is a unit within the University of the State of New York - New York State Education Department.

O'Connell & Associates, Inc. is pleased to announce through our services that the League for the Handicapped has been awarded  $2,500 for an Ear Scanner that will allow the League to conduct non-invasive hearing tests/diagnosis on the over 200 young children from birth to eight years of age that they currently serve.

J. O'Connell & Associates, Inc. is pleased to announce through our services that the Hull House Foundation is one of only 10 organizations selected from The Fund for the Arts (FFA) for a Pilot Funding Initiative to support mid-sized cultural organizations in the Western New York region.

About the Fund for the Arts (FFA)

Initially convened in 2005 to help cultural institutions that lost funding mid-year as a result of Erie County budget cuts, the Fund for the Arts has invested more than $750,000 in local arts organizations. This funding is in addition to grants awarded by the individual participating funders through their own grants processes. FFA members include the Baird Foundation, The Cameron and Jane Baird Foundation, Community Foundation for Greater Buffalo, Davis Family Foundation, The John R. Oishei Foundation, The M&T Foundation, The Margaret L. Wendt Foundation and Western New York Foundation. To participate in this initiative, funders committed a minimum of $10,000.  The FFA is administered by the Community Foundation for Greater Buffalo

J. O'Connell & Associates is pleased to announce through our services that Bath Electric, Gas and Water Systems (Village of Bath) has been awarded $437,400 in funding for Water Improvement and Efficiency Project.  This funding was secured through the Environmental Facilities Corporation (EFC) Green Innovation Grant Program (GIGP) under the American Recovery and Reinvestment Act of 2009 (ARRA).

O'Connell & Associates is pleased to announce through our services that the Village of Spring Valley has been awarded $100,000 the first year and increasing sums in three subsequent years to fight crime, close nuisance bars and encourage collaborative law enforcement, while building trust with the community.  This funding was secured through the U.S. Department of Justice Weed and Seed program.  Funding is intended to first weed out crime - particularly drug-related or violent offenses - and then seed the community with programs to encourage gang prevention and the development of youth services and community restoration. *Spring Valley was 1 of only 15 new Weed & Seed sites designated this year.

O'Connell & Associates is pleased to announce through our services that the Hull House Foundation has been awarded $186,575.00 in funding from the Environmental Protection Fund (Parks Grants).  Funding was secured through New York State Office of Parks, Recreation and Historic Preservation.  Award Funding was slashed statewide and J. O'Connell & Associates is proud to fund projects through this years program.

The c.1810 Hull House -- the oldest stone dwelling in Erie County, NY is a rare piece of early American architecture in Western New York. Located on Genesee Street in the Town of Lancaster, the Hull House is currently being restored by the Hull House Foundation as an educational and interpretive center for early 19th century life in the Western New York frontier. It is a rare surviving example of Federal style architecture in the Niagara Region and is purported to be the oldest substantial stone dwelling in Erie County. Nothing as substantial as this house has survived from any settler who came to our area before Warren Hull. It is an extraordinary landmark.

By allowing the Hull House Foundation to purchase land surrounding the historic property, the Hull Family Home will be sufficiently protected from industrial development into the distant future.  Acquisition of property will provide a much-needed buffer for the Hull House, creating an aura of peacefulness, realism and nostalgia, important to true historic preservation, interpretation and tourism. It will also allow the Hull House Foundation to better re-create and interpret the historic landscape, further conveying the inextricable link between the early settlers and the land they inhabited, providing a greater array of heritage and heritage-related recreational activities.

J. O'Connell & Associates Secures Nearly $5.5 Million in Restore NY Funds

Village of Bath – Masonic Temple Restoration

Grant Total: $1,180,000

The Village of Bath, in collaboration with Johnson-Schmidt & Associates Architects, will conduct a restoration project of the Masonic Temple building in the Village of Bath. Built in 1832, the building is in a rapid state of deterioration and is in need of structural repairs. Funds will be used to make structural repairs and to renovate the building's 14,200 square feet in an effort to reuse the structure with a mix of commercial and residential tenancy. The building is located in the heart of the downtown area of the Village and its restoration is in line with the Village Comprehensive Plan strategies of improving community appearance (while maintaining historic character) and encouraging economic development. This project will allow the Village to increase its tax base, thereby improving municipal finances and the wherewithal to further grow the municipality's tax and resource base, lessening its dependence on state aid.

Town of Grand Island – Grand Island Gateway Center

Grant Total: $1,000,000

The Town of Grand Island, in collaboration with private developers, will rehabilitate the currently vacant Dunlop Building, a commercial building complex of 74,000 square feet and immediately adjacent to the I-190 thruway, a high traffic area connecting the cities of Buffalo and Niagara Falls. To ensure that the Dunlop Building is safely available for reuse, the town will conduct asbestos abatement throughout the entire structure, replace all windows, renovate the building exterior and install sanitary sewers to the project site. As a result, a long vacant, blighted building will be returned to market ready status, attracting new business to Grand Island.

City of Lackawanna – City of Lackawanna Redevelopment Plan

Grant Total: $800,000

The City of Lackawanna is requesting funding for a comprehensive revitalization project that will fulfill the goals of its citywide redevelopment plan. All actions are integral to the redevelopment of business and housing sites at the most visible locations within the City. Efforts to immediately improve commercial and residential property include: Asbestos abatement of the 96,100 square foot vacant Bethlehem Steel office building which will be evaluated for potential re-use. In addition, assistance to Catholic Health Systems for the Our Lady of Victory (OLV) Senior Complex will enable them to complete the final and most visible phase of construction, a new entrance and commercial space.

Village of Seneca Falls – Seneca Falls Canal Corridor Revitalization

Grant Total: $2,500,000

The Village of Seneca Falls, in collaboration with the Seneca Knit Development Corporation and the National Women’s Hall of Fame, will lead the Seneca Falls Canal Corridor Revitalization Project – Phase I.  Through the project, Village will: 1) Abate and stabilize the Seneca Knitting Mill, demolishing the adjacent two-story brick building on the Mill property; 2) Abate and demolish an abandoned building at 46 West Bayard Street; and 3) Abate and renovate the Coal Barn property per the recommendations of the State Historic Preservation Office, which is seeking to work with the Village to rehabilitate or relocate the Coal Barn to save it from demolition.

Located next to the Seneca Cayuga Canal in downtown Seneca Falls, rehabilitation, demolition and re-use of the properties is vital to both increasing economic development and enhancing the aesthetic beauty of the Village.  The focus of the proposed project is the rehabilitation of the Seneca Knitting Mill, the future home of the National Women’s Hall of Fame, and an integral component to Village revitalization. 

Funding was secured through New York State Empire State Development Restore NY Round 3 Funding.

J. O'Connell & Associates Secures $800,000 For Community Development and main street revitalizatin

J. O'Connell & Associates is pleased to announce through our services that the Village of Holley has been awarded $600,000 in funding to make critical improvements to the Village Wastewater Treatment Plant, Pump Station and Sanitary Sewer Collection System. Improvements will bring the Village into compliance with the DEC and meet criteria to lift the Consent Order.  This funding was secured through the New York State Community Development Block Grant (NYS CDBG) Program.

J. O'Connell & Associates is pleased to announce through our services that the Village of Franklinville has been awarded $200,000 in funding for the Park Square Revitalization Program.  The Franklinville Area Chamber of Commerce (FACC), in conjunction with the Village of Franklinville, will implement the Park Square Revitalization Program (PSRP), a building and façade renovation program to further revitalization efforts in the Village of Franklinville's Park Square Historic District (PSHD), which is also its central business district. The PSRP will involve the improvement of 13 structures, including: the renovation of 10 facades; 9 residential rental units; 5 roof repairs; and 9 commercial spaces.  This funding was secured through the New York Main Street (NYMS) Program.

O'Connell & Associates is pleased to announce through our services that Niagara County has been awarded $187,112 for the continuation of the Local Reentry Task Force Initiative.  The Reentry program goal is to reduce recidivism in local jurisdictions and increase public safety through coordination and collaboration among local criminal justice, social services, educational, health and mental health systems.  This funding was secured through the New York State Division of Criminal Justice Services.

J. O'Connell & Associates is pleased to announce through our services that the The Village of Corfu has been awarded $1,035,405.00 for a Storm Sewer Improvement Project.  The Village of Corfu will replace it's deteriorated storm sewer which is currently undersized and collapsing.  This funding was secured through the American Recovery and Reinvestment Act (ARRA) to help modernize New York's infrastructure.

J. O'Connell & Associates is pleased to announce through our services that the Village of Franklinville and the Town of Grand Island have been awarded federal Recreational Trails Program funding:

Village of Franklinville $59,467

The Village of Franklinville, in conjunction with the Town of Franklinville, will create a motorized and non-motorized diverse trail linking the Village and Case Lake Park. The project will provide a recreation resource for hikers, pedestrians, equestrians, and bicyclists in the warmer months, and for snowmobiles exclusively in the winter.

Town of Grand Island $86,963

The Town of Grand Island will construct a 1,460-foot paved pathway connecting the Island Meadows subdivision to the existing paved trail system in Veteran's Park, increasing accessibility, especially for handicapped residents, to all amenities within Veteran's Park.

This funding was secured through the New York State Office of Parks, Recreation and Historic Preservation Recreational Trails Program.

O'Connell & Associates is pleased to announce through our services that the Lyndonville Central School District has been awarded $430,823 for an Elementary and Secondary School Counseling Program with a goal through the following objectives outlined in the proposed Comprehensive Prevention Plan: initiating a wraparound model for individual interventions; facilitating a responsive best practices approach for targeted interventions; and, introducing evidence based in-class preventive tools for universal interventions.  This funding was secured through the U.S. Department of Education.

O'Connell & Associates is pleased to announce through our services that Niagara County and it's regional partnership (Niagara, Wyoming, Orleans and Genesee Counties) has been awarded $47,681 to purchase a AreaRAE rapidly deployable, wireless multi-gas detection and monitoring kit. The kits can be used independently, or can be combined to communicate with the Regional Partnership's twelve current "stand alone" sensors to transmit detection readings and other information in a real-time basis. The Regional Partnership will encompass 3,048 square miles and will include a population of 367,811 people. This funding was secured through the New York State Office of Homeland Security (OHS).

A dissolution plan will serve as a decision-making tool for the village residents to determine whether or not to dissolve the village government.  The dissolution plan will outline both the fiscal and non-fiscal advantages and disadvantages of dissolution, identify how village services will be continued should the village government be dissolved and establish an orderly process for the disposition of village assets and liabilities should the village be dissolved. 

 

This funding was secured through the New York State Department of State Local Government Efficiency Grant Program - High Priority Planning Grant.

- Buckle-Up New York (BUNY): Programs designed to provide grantees with necessary resources to conduct primary seat belt enforcement and education;

- Selective Traffic Enforcement Program (STEP): Funding initiatives by law enforcement to target individual traffic safety issues such as speed, aggressive driving and red light running in high crash corridors

O'Connell & Associates is pleased to announce through our services that the Dansville Fire Department has been awarded $68,673.00 to install a vehicle exhaust extraction system into its fire station.  The system will assist in protecting all equipment, the 110 active volunteer personnel in the Department, as well as the community being served, from dangerous diesel emissions.  This funding was secured through the U.S. Department of Homeland Security Assistance to Firefighters Grants Program (AFG).

November 17,  2008

J. O'Connell & Associates is pleased to announce through our services that Buffalo Hearing & Speech Center has been awarded $10,000.00 to fund tuition and travel assistance for high need students who would not otherwise be able to participate in the Language to Literacy Program.  Children enrolled in the Buffalo Hearing & Speech Center Language to Literacy program receive intensive individual and group treatment for language-based literacy disorders.

The Language to Literacy program is a therapeutic speech-language intervention that yields results by using a research-based curriculum, which targets critical foundational skills for language and reading success.  It takes an extremely organized and hierarchical approach, requires parent involvement, and is implemented by trained speech-language pathologists.

This funding was secured through the Ronald McDonald House Charities of Western New York. (RMHC)   RMHC funds a Community Granting Program that supports not-for-profit organizations whose programs directly improve the health and well being of children in the Western New York (WNY) communities. Financial support for these grants comes from the local McDonald’s Restaurants and Owners/Operators of WNY and NWPA, McDonald’s Corporation (RMHC National) and the WNY community.

November 3,  2008

O'Connell & Associates is pleased to announce through our services that the Town of Shelter Island has been funded $23,500 for a LWRP Visioning Project - The Town of Shelter Island, in partnership with the Village of Dering Harbor, will undertake a visioning and planning process to develop local and regional revitalization strategies and a long-term plan for the protection of the island's Peconic Estuary waters and waterfront resources. The Town will conduct a series of public workshops to identify local, intermunicipal and regional assets and issues; generate community consensus and a vision for the future; prepare implementation strategies; and develop organizational capacity to implement the strategies. $23,500.00.

O'Connell & Associates is pleased to announce through our services that the Town of Grand Island has been awarded $10,054 for a Bicentennial Park/Scenic Woods - Wetland Delineation and Wetland Boundary Survey - The Town of Grand Island will conduct wetland delineation and wetland boundary surveys for 229 acres of undeveloped land at Scenic Woods and Bicentennial Park on the Niagara River. This work will advance the Bicentennial Park/Scenic Woods Master Plan prepared for the development of 5.75 miles of educational nature trails throughout the properties. $10,054.00.

These  projects were funded through the New York State Environmental Protection Fund’s Local Waterfront Revitalization Program.  These awards cover a variety of planning, design and construction projects that focus on economic, community, environmental and recreational improvements, improving local communities and the environment.

O'Connell & Associates is pleased to announce through our services that The Village of Lancaster Community Development Corporation (VLCDC) has been awarded $200,000.00 to implement a facade and building renovation program to further revitalization efforts in the Village's historic Central Business District (CBD). This Project will involve the improvement of 14 structures, including the renovation of facades (on mixed-use buildings), and interior and exterior renovations to 16 residential units. Since 2001, the VLCDC, in cooperation with the Village of Lancaster and the NYS Department of Transportation, has made significant improvements to this area. These improvements include an extensive road reconstruction and streetscaping project on Broadway (Route 20) and Central Avenue in the CBD, including sidewalks, crosswalks, and pedestrian improvements to increase access to the downtown area. Implementation of a NY Main Street grant will enable property owners to significantly improve their buildings, furthering the overall revitalization of the CBD.  This funding was secured through the New York Main Street Grant Program - Housing Trust Fund Corporation / New York State Division of Housing & Community Renewal.

J. O'Connell & Associates is pleased to announce through our services that the Town of Grand Island has been awarded $400,482.00 for a revitalization program at Fisherman's Landing (Fishman's Park).  Fisherman's Landing, an abandoned location on the Niagara River will feature bike/pedestrian walkways and bike racks, picnic areas, gardens and a fishing pavilion. This funding was secured through the Niagara River Greenway Commission / Erie County Standing Committee.

O'Connell & Associates is pleased to announce through our services that the Town of Grand Island has been awarded $267,593.00 for a revitalization program at Fisherman's Landing (Fishman's Park).  Fisherman's Landing, an abandoned location on the Niagara River will feature bike/pedestrian walkways and bike racks, picnic areas, gardens and a fishing pavilion.  This funding was secured through the New York State Environmental Protection Fund's Local Waterfront Revitalization Program (EPF-LWRP).

Located on a Town-owned site on the Niagara River and immediately south of the South Grand Island Bridge, the site is currently closed to the general public.  Rehabilitation of the 120’ x 120’site would include the following:

  • Demolition of a sanitary sewer station, sediment tanks and an abandoned digester located on the site property;

  • Site grading, clean-up and prep work;

  • Site beautification and landscaping to include lawns and planting beds;

  • Installation of pedestrian paving to serve as a fishing platform and rehabilitation of the existing retaining wall;

  • Installation of a bicycle rack and lighting;

  • Installation of interpretative signage and “Greenway Guides” signage; 

  • Construction of two accessible parking areas and pedestrian walkway; and

  • General safety work

Rehabilitation of Fisherman’s Landing, which meets the goals and visions of the Niagara River Greenway Plan and is an integral part of the Town of Grand Island’s Local Waterfront Revitalization Program (LWRP) Plan, will create scenic and accessible parkland along the Niagara River.  The project will be funded and maintained through the New York State Environmental Protection Fund's Waterfront Revitalization Program, Niagara River Greenway Commission and the Town of Grand Island.  Construction is prepared to begin in the fall of 2008, with a completion date set for the summer of 2009.  Completion of this facility will provide public land located directly on the Niagara River waterfront and adjacent to the East River bicycle path.  Additionally, Fisherman’s Landing will serve as a unique stopover and welcoming location at a heavily trafficked transitional gateway within the Niagara River Greenway.

The Village of Bath will construct a deicing salt/sand storage facility with the Town of Bath, the Town of Savona and the Bath Central School District. The Village and the Town of Bath currently  store deicing salt and sand outside at their respective Public Works Facilities, which are located across the street from each other in the Village of Bath. The construction of a new 9600 square foot joint salt/sand storage facility is proposed to eliminate groundwater contamination, minimize the higher costs of maintaining two separate compliant facilities, reduce the costs of maintaining outside storage of sand and salt and improve the soil and water quality within the Cohocton River Watershed.

The Towns of Clarkson, Hamlin, Parma and Sweden, will collaborate to purchase a Johnston Allianz VT-650 Vacuum Street Sweeper. This machine, which will replace broken-down equipment, will be shared by each Town's Highway Department and used to clean and sanitize all Town roads.

Niagara County and Erie County are expanding their shared GIS services by offering a suite of online GIS and parcel lookup tools to municipalities in each County. Through this grant, the proposed project will offer hardware and software, consulting and GIS web mapping services specific to each municipality. The project will allow the public to review and compare their assessment and other information with similar properties, thereby increasing employee efficiency and significantly improving public access to information.

bullet          Town of North Castle$372,967.77

The Town of North Castle, in conjunction with the Byram Hills Central School District, will purchase an automated wash bay to be used by both the Town and School District to wash vehicles. The town and school district are currently washing vehicles by hand, which is time consuming and cost ineffective.

bullet          Town of Shelter Island$213,003.00

The Town of Shelter Island, the Village of Dering Harbor and the Shelter Island School District will implement their Shared Fueling Facility project, which will replace and relocate the aging and inadequate fueling facility to the town's new Highway barn and begin a shared fueling purchasing arrangement. This project will result in significant cost savings for taxpayers, through a reduced per gallon cost for fuel, through accurate record-keeping and more efficient operation of the fuel dispensing facility.

bullet          Village of Speculator$28,690.20

Village of Speculator was petitioned to hold a referendum on dissolving the Village and merging it with the Town of Lake Pleasant. The Village of Speculator hired the Center for Government Research (CGR) to produce a study summarizing the advantages and disadvantages of dissolution, taking into account the perspectives of service, cost, and tax impact of potential changes. The Village presented information to voters to encourage informed decision making about the most efficient and effective way to deliver municipal services.

The Shared Municipal Services Incentive Program (SMSI) is administered by the New York State Department of State’s Division of Local Government.  SMSI was established by the 2005-2006 New York State Budget, to provide technical assistance and competitive grants to two or more units of local government for the development of projects that will achieve savings and improve municipal efficiency through shared services, cooperative agreements, mergers, consolidations and dissolutions.

Western New York Clinical Information Exchange Will Expand its Health Information Infrastructure to Improve Patient Care and Care Coordination

(Clarence, NY) - J. O'Connell & Associates is pleased to announce through our services that HealtheLink, the Western New York Clinical Information Exchange (WNYCIE) has been awarded a $5,200,000.00 Health Information Technology Grant.  This award will support improvements in health care quality and affordability by using information to improve public health.

Healthelink will use funds through HEAL NY Phase 5 to expand its health information infrastructure to improve patient care and care coordination.  Through this grant, HealtheLink will build upon its HEAL NY Phase 1 grant project (submitted under the name of WNYHealtheNet) and the significant investments of its seven equity stakeholders: the four major hospitals and three major insurance plans in Western New York (WNY).

The Department of Homeland Security’s (DHS) Commercial Equipment Direct Assistance Program (CEDAP) is an important component of the Administration’s larger, coordinated effort to strengthen the nation’s overall level of preparedness.  CEDAP provides specialized commercial equipment and related training directly to smaller jurisdictions and eligible metropolitan areas.

The FY 2007 CEDAP complements the Department’s other major grants programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, along with the training required to operate that equipment, to law enforcement and emergency responder agencies in smaller jurisdictions and certain metropolitan areas.

J. O'Connell & Associates is pleased to announce through our services that the County of Niagara has recently been awarded grant funds totaling $1,440,000.00.  Funding includes:

$1,040,000.00 ($240,000 1st year, $200,000 years 2-5) for Juvenile-Risk Intervention Coordination (J-RISC) Initiative.  Funds will be used by the Niagara County Probation Department to create a Collaborative Evidence-Based Initiative focused on reducing recidivism among high-risk youths.  The Collaborative Evidence-Based Initiative will serve approximately 60 high- risk youths classified as either a Juvenile Delinquent (JD) or a Person in Need of Supervision (PINS).  Funds will be used by the Probation Department to establish a new position in the Intensive Supervision Program (ISP) to be filled by an existing officer with training and experience unique to the youth to be served.  Funding will also allow the Department to implement, through Community Missions, Inc., Brief Strategic Family Therapy (BSFT) and Aggression Replacement Training (ART), and, through Catholic Charities of Western New York, Multisystemic Therapy (MST).  This funding was secured through the New York State Division of Probation and Correctional Alternatives.
$300,000.00 for Community Based Abstinence Education ProjectFunds will be used by the Niagara County Youth Bureau to re-activate its successful Abstinence Commitment by Teens (ACT) Program.  The Youth Bureau has forged a new partnership with the Niagara Falls Cultural Arts Center for this year’s ACT program.  The Bureau will also extend current relationships with the Center for Young Parents, the Northpointe Council, Resources for Adolescent Programs (RAP), and the Niagara County Health Department.  The ACT program is embedded in Niagara County’s community organizations, churches and school districts; all working together to address the problem of teenage sexual activity. This funding was secured through the United States Department of Heath and Human Services Community-Based Abstinence Education Program.
$100,000.00 for the continuation of the Local Reentry Task Force Initiative.  The Reentry program goal is to reduce recidivism in local jurisdictions and increase public safety.  The Niagara County Probation Department will accomplish this through improved coordination and collaboration among local criminal justice, social services, educational, health and mental health systems.  This funding was secured through the State of New York Division of Criminal Justice Services.

O'Connell & Associates is pleased to announce through our services that the Town of Shelter Island in conjunction with the Taylor's Island Foundation has been awarded a Preserve NY grant in the amount of $5,000.00.  Funding will be used to hire an Architectural Preservation Consultant to conduct a Historic Structure Report on Smith-Taylor Cabin. The consultant will work with an engineer to determine the exact physical condition of the structure and identify pressing issues for rehabilitation and restoration. Through the recommendations of this report, the Town and Foundation will create a timeline and budget for preservation work and determine the best use of the historic Cabin. This funding was secured through the Preservation League of New York State and the New York Council on the Arts.

O'Connell & Associates is pleased to announce through our services that North Seneca Ambulance has been awarded $14,040.00 in Assistance to Firefighters Grants (AFG) funding.  Funding will be used to purchase decontamination equipment and to provide advanced life support training and training equipment. North Seneca Ambulance will purchase an ALS full-body training manikin, which will provide innumerable training opportunities including ALS airway skills. North Seneca will also receive funding for eight ALS-EMTs to attend an Airway Management two-day seminar. Decontamination equipment (washer and dryer) was also requested to ensure the health and safety of all members and patients.   This funding was secured through the U.S. Department of Homeland Security Assistance to Firefighters Grants Program (AFG).

O'Connell & Associates is pleased to announce through the use of our services grant funding in the amount of $504,546 in NYS Archives Records Management Funds awarded to local government and school districts across New York State. These awards are intended to help those governments and organizations care for the records in their custody.

J. O'Connell & Associates is proud to announce this year it has reached a success rate of 81%. This year was a very highly competitive year to get funded for these grants. This year New York State Archives only funded 39% of the funds requested.

Awards through the services of J. O'Connell & Associates include:

City of Lackawanna - $73,345 - Funding to purchase an Electronic Document Management System for the City’s Engineering Department, file server, clerk time and vendor services to scan records.

Lyndonville School District - $23,287 - Funding to complete the conversion of a former classroom into an inactive records storage facility and the hiring of a part time file clerk to assist in records sorting.

Medina School District - $18,792 – Funding to Implement Phase 3 of Microfilming/Imaging program - personnel files, student cumulative achievement records, official plans and maps and year-end payroll.

Niagara County - $68,735 – Funding to Implement  Phase I Geographic Information System Project. The goal of this project is to make GIS operational in the Real Property Tax (RPTS) Department, which will serve as the foundation for Phase II implementation in the Economic Development, Sheriff's and Public Health Departments.

North Tonawanda City School System - $26,005 - Funding to conduct a Digital Imaging and Microfilming Project.

Orchard Park School District - $42,039 - Funding to convert microfilmed student records to a digital format and to index these records so that they will be accessible via desktop PC through the use of a digital imaging software program.

Tonawanda City School System - $20,000 - Funding to complete an Inactive Records - Storage and Retrieval Project

Town of Eagle - $36,379  - Funding to create an Inactive Records Storage Room.  Funds will be used to purchase shelving, a map cabinet, boxes, lighting, an OSHA approved step ladder as well as to make the room climate controlled and fire safe.

Town of Gates - $17,860  - Funding for a GIS Needs Assessment.

Town of Grand Island - $7,500 – Funding to hire a consultant who will perform a Needs Assessment and make recommendations for the implementation of a digitizing system.

Town of Lewisboro - $7,339 – Funding to microfilm permanent records currently stored in the Town’s vault.  These records include, warrant copy of tax rolls, sewer plans and water system records, cemetery deeds, tax redemption and sales, environmental impact statements, change of zoning files, town property files, birth, death and marriage records, tax redemptions and sales, and public property and equipment records.

Town of Royalton - $23,650 – Funding to complete conversion to electronic water meter reading. Funding will enable the purchase of 3 handheld meter readers/computers to collect these records (including the necessary power supplies and communication modules for these readers), interface software to process, sort and search these records, and training in the use of this equipment and software.

Village of Nissequogue - $5,920

$3,970. - Funding for a microfilm and digital imaging project.
$1,950. - Funding to implement Phase 1 of an Active Records - eGovernment Project.  Through the Project, the Village will hire a vendor to create an official Village of Nissequogue website and begin the transition to eGovernment

Village of Seneca Falls - $10,849 – Funding for a GIS Needs Assessment.

O'Connell & Associates is pleased to announce through our services that the Lyndonville Central School District has been awarded $39,693.00 from the "Project SAVE, Safe Schools Against Violence in Education Act:  Instruction in Civility, Citizenship and Character Education."  This program awards Three-year grants to public school districts and/or charter schools to design, develop, and implement standards-based instruction in grades kindergarten through twelve on civility, citizenship, and character education. Only 15 applications were funded statewide.  Awards made for this program are three year continuation grants.  This funding was secured through the New York State Education Department.

J. O'Connell & Associates is pleased to announce through our services that the Lyndonville Central School District has been awarded $416,457.00 under the Department of Education's Carol M. White Physical Education Program.  The Lyndonville Central School District will use federal funds to implement over a three-year period the Physically Active for Life Program. Based on the results of fitness evaluations performed by the LCSDs physical education staff and the results of a student health and wellness survey, the need to offer improved fitness opportunities for students in grades 5-12 has been identified. Specific needs detected include: 1) motivation, participation, and opportunity for students; 2) providing Professional Development opportunities for teachers that will allow them to meet NYS standards; and, 3) updating and enhancing current physical education equipment to support program changes.

O'Connell & Associates is pleased to announce through our services that the Town of Royalton has been awarded $40,000.00 under the 2007 Senate Member Initiative Program for expenses to develop a new comprehensive master plan for the Town.  Funds will be used to engage a planning consultant to meet with Board members, residents, and business owners; identify areas in need of change or clarification in the current Plan; and revise the Plan to include strategies to address any needs that are identified.  The finalized Plan will be adopted by the Town Board, and will serve as a planning tool for the next ten years.  This funding was secured under the 2007 Senate Member Initiative Program through New York State Senator George D. O'Connell & Associates is pleased to announce through our services that the Village of Spring Valley has been awarded $63,750.00 from the Baseball Tomorrow Fund to rebuild the softball field in Memorial Park.  Once proper facilities are established, the Spring Valley Parks and Recreation Department will, beginning in 2008, run a no-cost Youth Instructional Softball League that will provide all young people in the Village with the opportunity to learn and play softball in a safe, organized environment.  This funding was secured through the Baseball Tomorrow Fund.  The Baseball Tomorrow Fund (BTF) is a joint initiative between Major League Baseball and the Major League Baseball Players Association that was established in 1999 through a $10 million commitment by Major League Baseball and the Major League Baseball Players Association.

O'Connell & Associates is pleased to announce through our services that Niagara County has been awarded $15,467.00 for The Continuum of Care Homeless Assistance Implementation Project.  The Continuum of Care Homeless Assistance competitive programs provide funding for a range of assistance to homeless persons, including transitional housing, permanent housing and a variety of supportive services.  The Continuum programs are Supportive Housing Program, Shelter Plus Care Program and the Section 8 Moderate Rehabilitation for SRO Dwellings for Homeless Individuals.  Funds are awarded in an annual national competition.  This funding was secured through the U.S. Department of Housing and Urban Development.

O'Connell & Associates is pleased to announce through our services that the WNY P4P Collaborative has been awarded $2,008,017.00 and rated as the highest among the four applications funded.  The WNY Quality Measures Collaboratives three partnering healthcare Plans, Independent Health Association, HealthNow NY, Inc. and Univera Healthcare, Inc., represent more than 90% of Western New Yorks insured population, with a total of 1,096,752 members. Each Plan has successfully implemented a Pay for Performance (P4P) program for primary care providers, as well as hospital incentive programs. Through strong regional collaborative efforts, significant progress has been made in the development of guidelines for depression, diabetes, asthma and other conditions. Support from this grant will allow Western New York to move into the second generation of physician quality improvement and Pay for Performance: to improve the delivery of quality care through the development of a standardized methodology for measuring performance across Plans, providing physicians and the wider community with a seamless, standardized, and more robust reporting system.  This funding was secured through the New York State Department of Health.

J. O'Connell & Associates is pleased to announce through our services that the firm has successfully funded 4 grant awards through the NYS DOS - Shared Municipal Services Incentive Grant Program (SMSI).  Only 45 recipients from the 2006-2007 Grant Program were awarded funds:

Town & Village of Franklinville -- $22,500.00  The Town Franklinville and Village of Franklinville will receive $22,500 to investigate the potential benefits of relocating the Village of Franklinville's administrative office to the larger, more accessible Town administrative offices. The shared municipal building will reduce operating costs, improve accessibility and increase efficiency of operations.
Tonawanda City School District & City of Tonawanda -- $90,000.00 The Tonawanda City School District and the City of Tonawanda in Erie County will receive $90,000 to explore the potential cost savings associated with shared maintenance, purchasing and technology services.
Town & Village of Seneca Falls --  $58,500.00 The Village and Town of Seneca Falls will receive $58,500 to undertake an assessment of the consolidation of facilities and services. The project will investigate the potential benefits and cost savings to consolidating both governments and moving into one shared municipal facility. The Village and the Town have previously developed a joint comprehensive plan and are in the process of also developing an economic development and commercial revitalization plan.
Niagara County -- $275,321  Niagara County and Erie County will receive $275,321 to launch Niagara's Geographic Information System (GIS) implementation project and create a shared GIS network between the two municipalities. The proposed project will also provide connectivity to E911 backup centers for both Niagara and Erie County.

The NY State Parks Department has awarded the Women's Interfaith Institute in
the Finger Lakes, Inc, located in the Town of Seneca Falls which is a client of
J. O'Connell & Associates, a $32,348 EPF Grant.  The Institute will make improvements to the historic First Wesleyan Church building in the Seneca Falls Heritage Area. Restoration of this historically significant building, associated with the first Women's Rights Convention in Seneca Falls, is vital to its preservation. The Institute will replace and rehabilitate windows and doors and comply with ADA accessibility standards.
